Making prints

Would love to try making prints of quotes, like the 'I love you. In French ' print - beautiful typography in bright colours.
Does anyone know how to do this?
Do I need photoshop? Illustrator? Both?
Can anyone point me to a resource which teaches how to make high quality text prints? Thanks :-)

Illustrator is best for this because it creates vectors, which you can scale to any size without losing quality or the image becoming pixelated (which would happen in Photoshop). However, it is really expensive and there is probably a much cheaper or free open source equivalent that will do what you want. I am well out of touch so can't suggest an equivalent though, sorry! InDesign or similar layout program would also do the trick (though again, InDesign is pricey).
