Making my own wheat bags question

Hi,
I'm going to be making some wheat bags as gifts.
I've got the wheat and lavender for them. I've got lots of polycotton fabric. Will this be ok for making the bags (with a fleecy removable outer cover) or do I need plain cotton or another fabric.

When I made some I used polycotton. I also made fleecy outer covers.
