Help - need to rescue a bag

I much loved bag only a few years old and not much used. It seems a woven fabric with some sort of rubberised or pvc backing.

Is there anything I can paint onto the back of it if I remove the flaking off stuff? The fabric is too unstable without it.

Have googled and not got anywhere

The backing is all peeling off and disinter grating.

Could you stick a fabric backing on using fabric glue?
