Messed up a stool I am working on

Hi I am looking for help. Years ago I decoupaged a few stools and yesterday I couldn't get the decoupage off so I painted over them. Now it's left such a mess.
I can sand them today. Any suggestions at all appreciated

Could I wallpaper the top or would it need a 100 percent smooth surface

What glue did you use?

I would try soaking in water, lightly sand it beforehand. Then scrape off. I would not paper over it, it’ll just look messier and messier.

If that doesn’t work, sanding with a sanding disc will do the trick.

Thanks nectarina. I am going to sand them. I have time so maybe just over the next few weeks l will manually sand with rough sandpaper as haven't a disc sander. Hopefully it will work
