Making a 'Rainbow' skirt for dd1's school show - where do I start?

I was planning to make a simple elasticated waist with lots of ribbons hanging from it but can't get started with it - any advice? I can't quite plan it in my mind?

Crepe paper strips attatched to a belt? I am not crefty but thats what i would do.

floristry ribbon is quite good, you could get a few in different colours and attach to any belt with staples?

Use an old skirt or get one from a charity shop.
As agalch said - cut crepe paper strips about 3 or 4 inches wide cut to a point at the bottom. Each about 2 inches longer than the skirt.
Overlap slightly then staple each one at the waistband and bottom of skirt.
