Yes. It looks like granny stripe. It's just clusters of treble crochets. It looks like they're crocheted quite loosely.

This pattern is the same, but she crochets more tightly. If you wanted it looser then you could use a larger hook.

Each cluster is three trebles, then chain 1. The trebles go around the ch1 from the previous row.
