Here's my guess, but it might need fiddling with.
Cone: chain 9, tr in 3rd chain from hook and tr in remaining chains (you should have 6 real trebles and a 3 chain fake treble)
Turn, 3 chain, tr in next 6 stitches
Turn, 3 chain, tr in next 4 stitches then do a 2trtog decrease across final 2 stitches
Turn, 3 chain, tr in next 5 stitches
Turn, 3 chain, tr in next 3 stitches then do a 2trtog decrease across final 2 stitches
Continue alternating decrease rows and plain rows until 2 trebles left and it looks cone shaped, fasten off.
Ice cream, chain 4 and join into a loop with a sl.st.
Chain 3 and do 15 tr into loop. Join to top of ch3.
sl.st. into next st then miss a stitch and do 3tr in next stitch, miss a stitch and do a sl.st. in next stitch, miss a stitch and repeat from 3 times.
Sl.st and fasten off.
