Where to find unusual colour chiffon fabric?

Can anyone help me please? Have been looking for ages for some russet colour chiffon which I need to match a Monsoon skirt I have - the existing chiffon hem border has torn. Its a very specific dark/warm russet colour which no one seems to stock (or I don't know where best to look). Have tried local fabric shops, John Lewis, ebay but with no joy.
If I cant find the right colour, can chiffon be dyed with Dylon hand dye?

Not sure I have ever encountered anyone even wearing a sari in the 3 years we have lived here, bit shocking really....
