Christmas Jumper

Hi, I am a total craft novice (not artistic or creative in any way) and I have been set the task by my 10 year old son to get him a Christmas jumper that 'lights up and makes a noise' - I have looked everywhere and can't buy one so the only option is to do it myself, only I have no idea where to even start - any suggestions would be very much appreciated

Ties that do this are probably more common, and tend to be pretty cheap (often 99p). Could you get him a non-lighting up and noisy Christmas jumper and then extract the flashy and noisy bits from the tie and attach as appropriate?

Ikea battery powered fairy lights - put them round the bottom of the jumper. Then follow advice of pp with the Christmas tie. You could take the noise but out and attach it to the inside of a jumper.
