how do you make a mask by sticking stuff on a balloon?

I did this last year for halloween, and stuck newspapers round a balloon and spread glue all over it. But it took loads of glue (expensive).

Is it sugared water you can use, or is that for something else?

Flour & water paste - just trial & error until you get it thick enough (I think about 2:1) or wallpaper paste does OK too

We're lucky we've got a friend who does hair & makeup for former theatre group & he's doing them for us. I think he's got 2 long wigs - 1 brown/red and 1 blonde and he's going to cut one half of each into the bloke style and do the other half of each in the woman style.
Not sure how we're going to do the clothes yet though!

Easier than papier-mache is 'mod-roc' which you can get from art and craft places (it's basically bandages dipped in plaster of Paris - you wet it and apply it over a balloon).
