No sew fabric?

I am organising a superhero party for DS1 and had the crazy idea of making capes for each guest. I found a no sew tutorial but the woman doesn't know the name of the fabric!
She describes it as: like paper, but much much stronger, doesn't rip or fray. I don't think it's ripstop as she says she bought it really really cheap.
My other option is to use felt, but again that's not cheap.

Any ideas?
I'm presuming is the stuff that Halloween type costumes/capes are made of.

Think you might be talking about honeycomb parc. You can get it at fabricland - which has a mail order over the phone. Its about 75p a metre and they do it in all basic primary colours.
