Please can someone help me with a card/papercraft problem?

The thing is, you see, I'm new to it all and I don't know what I should buy.

I want to create hundreds of tags, about luggage tag size, with decorative edges. I've bought some fiskars edging scissors but I can see that it's tricky with those and might take me years. I'm looking at EK Success edge punches on ebay but they look too big (no-one seems to actually state the size of the pattern). I think I may need a guillotine-type arrangement, am I right in thinking you can get them with interchangable decorative rollers? I need the pattern to be pretty small, obviously, and it would be on 350mic hammer embossed card.

What should I be looking for, pleeease?

When you say "hundreds" would it be an ongoing thing or just a few hundred for an occasion. Personally I would consider a die cutting machine such as Big Shot or Cuttlebug. It is a rather large outlay though and then there would be the cost of the dies on top of the machine.

I haven't used many punches before, certainly not for bigger shapes.

Trying to cut luggage tags on a guillotine could be quite fiddly.
