I need silver embossing stuff suitable for fabrics; but I don't know what it would be called, help?

It's sort of lumpy raised gel maybe
You can make outlines with it & fill it all in with fabric paint

Does anyone have a clue what I am talking about?

I'm not sure if this is what you're after, but there is a fabric paint brand called Tulip, they do a silver one which sits raised on the surface of the fabric. It comes in a plastic squeezy tube with a very fine nozzle thing so you can draw fine lines straight onto the fabric. Hope that's some help.
