Paper Piercer for scrapbooking

Hi there. Could you recommend me a good Paper Piercer? I am new to scrap-booking but I understand this is what I need to apply brads to my pages and also to create patterns with holes, right?
On a side note, can the Paper Piercer be used to attach brads to fabric?
