Childs waterproof footmuff - fabric needs

Need some sort of waterproof cover as DS2 hates the raincover over the pushchair, I honestly think £30 plus just for this is stupid as he's only needing it for a few months now. I've seen showerproof footmuffs but these are no good in wales! I need a type of fabric that my berghaus coat is made from. Not plastic but supersoft and looks easy to sew through the machine. I may line it simply or just sew a thin old blanket into it but now the weather is warmer I dont see the need for it to be over warm.

Any ideas where to start and pattern cut?

I made one of my stay put blankets waterproof by adding a layer of this fabric on the front

Brilliant, thanks for both of your recommendations!
