Sewing help - is it easy to make a tutu?!

I am rubbish at sewing, I mean really rubbish. I don't have the faintest idea. However, do you think I could make a tutu out of that netting stuff?! I was wondering whether I could just buy some netting and somehow gather it onto some kind of waistband material (what would I use for that?) and then just make it meet in the middle (with a hook and eye?)... what do you think, would that work?! It's to wear over leggings and only has to last one night, so doesn't need to be properly made or anything... just for fancy dress.

looks good to me. Have a nice time. Wear it over leggings if it is abit sparse.

I've made ones similar to that - dead easy :)

I think I followed this method (basically the same as in video)

Other useful info is that tulle is usually with the dress netting - often in a huge array of colours. DON'T get other fabrics like organza, whatever you do - they may be very pretty but they fray like nothing you've ever seen! (If you want a bit of sparkle either use sparkly ribbon cut to the same lengths as your tulle strips or, for a much cheaper option, track down some tulle with holographic dots - I found some in John Lewis and I've seen it in a couple of other shops since)
