Knitting pattern help

Can anyone help me decipher this pattern? Its the Debbie Bliss garter stitch bag & I've come to the strap shaping bit. Pattern says:

Cast off knitwise 60 stitches at beginning of next 2 rows.
12 sts.

So do I cast off the 60 stitches on one row, knit the remaining stitches, do the same on the next row, then carry on knitting until the end?

What's throwing me is the 12 sts bit! Had to cast on 132 to start with so it doesn't add up!

Any help greatly appreciated, it's taken me about 6 months to get to this point so would really like to finish it Grin

If you cast off 60 stitches at the begining of next TWO rows that will be 120 gone so you will have 12 left.

I've not knitted for 10 years and am just getting in to it again.

Ok, so I just cast off the 60 & knit the remaining?

I'm just starting back into it again, this is the longest I've stuck at it!

Yes. And then on the next row cast off another 60, and the 12 remaining will start to form a strap in the middle of your piece I'm guessing.
