Maybe get them to sign something then stating that as it is their policy not to allow students to take safety measures against sun damage that they will be held legally rsponsible should the child burn. Bet they would make an exception then.

I don't know, DS wears a hat and a t-shirt and I pop some of our super suncream on in the morning (on his face and arms) and he has not gotten burned. I would think a good application before school with just a normal one would be fine.

Not read all the replies, but YANBU. [Also just to say, the "once a day" stuff DOES actually work! Have 3 dds, only use Soltan Once or Bergaderm, both of which cover for up to 6 hours, and none of them have ever burned. And that's including going in and out of the paddling pool too. PS - Bergaderm excellent for sensitive skin as dd2 has exczema, and it doesn't irritate her.]

Get some Antihelios, by LaRoche Posay MissSunny, and sunburn will never happen again. I am allergic to most creams and this actually helps with my reactions rather than make the worse.
