AIBU with work and dreaming too high?

I’ve worked for my organisation for 20 years and climbed up through the ranks. I am a Careers Advisor.

since my last role, I have done 2 degrees, taken on extra work and done my managers job. She then got promoted and encouraged me to apply for her role and 3 others in the service. I didn’t get any of them after doing all this extra work. Am I being unreasonable by handing all my ‘extra’ responsibilities back?

There is also talk of redundancy in 2 years (local government reorganisation) but the feedback is I’m jumping too high. I’m wondering if my redundancy pay would be too high compared to someone new.

I want to eventually leave and become a Careers freelance consultant but as I’m in the middle of a mortgage, young child and bills, this dream makes me worry about finances.
