Rubbish dumped on road

So we've had an issue with fly tipping on our road..it's sort of a one way street.

Anyway neighbour had two household items outside their house.since Saturday (ironing board and big toy). This evening they have migrated to the end of the road with other household items such as a hoover. The end of the road is the usual dumping place for rubbish..

Now, would you think it's my neighbour who did the dumping of all items? The end of the road is about a 20 seconds walk so not far.

I've put the two items back.

But I know there is CCTV from a private house covering the rubbish area so I don't want beef..... I've reported that family for fly tipping. To make it easy, house 5 did fly tipping, house 2 has a camera. 2 has recently got the camera because we forced the landlord to attend (it's a criminal offence).
