AIBU to refuse delivery after a seller changed collection to postage?

I have ordered a gift from a local company for a colleague who is retiring. Group gift I collected for. I messaged them in advance to ask if I could collect as the delivery fee was quite high considering she is based 5 min walk from me. All good (I’ve collected before) so I ordered and sent her the order number. Got a reply saying no issues and would let me know when ready.

Two days later I got ready email so messaged to ask when I could collect. She replied she was sorting out her days and would get back to me. For reference she is based in an industrial unit so isn’t there all the time. A week passed and I messaged again and she said she’d check with her colleague. No response and I I really need this weekend. Contacted her to say this and she’s posted ! It now won’t get here on time!
The delivery fee will also need to be at my cost as the collection wont cover that .

Her response is that it say there for 3 weeks without collection and she needed space.
AIBU to refuse delivery and go out today to buy a gift? Otherwise we won’t have a gift for the leaving day on Monday.

That’s very annoying! In hindsight I guess after a week you could’ve just gone there to see if she was there and collected it if she was, as it’s only five mins away. And if not you could’ve just popped back the next day.

I wonder why she says it sat there for 3 weeks when it was her who didn’t give you a collection time. Yeah, get something else, take the loss or refuse delivery I suppose, not sure what else you can do. I wouldn’t order from her again.

Definitely won’t order again. She is quite a disorganised and collection has been a pain in the past but she’s never just randomly posted. She could have dropped at my house in the same time period.
