Is this child abuse and do I report it?

My neighbours have an eight month old baby. The past two weeks he's been crying loads. I'm not sure if he's always cried this much or if I can just hear it because the windows are open. Anyway, he just cries and cries, really upset, for up to an hour at a time. I often hear raised voices at the same time, including shouting and swearing at the baby to shut the fuck up. AIBU to report this? If so who to?

Oh wow! Screaming ‘shut the fuck up’ to a distressed baby is definitely concerning. They may be at the end of their tether and who knows where that could lead. Yes, you should probably report it.
