AIBU to think leaving a dog out in this heat is neglect?

Just saw this tweet of a woman who let her dog out alone into this heat and the poor thing died.

She claims he 'escaped' and then clarifies that they have a dog door and didn't shut it in the heat. Not really a Houdini act if you leave the bloody door open!

AIBU to think these people should be investigated for neglect/animal abuse? We all knew it would be hot this week and any responsible pet owner should make sure their animals are safe.

We are lucky that our dog absolutely hates the heat but I know quite a few people with dogs that love it and will, if allowed to, lay in the sun for hours.

We have 3 fans going in our living room which is the coolest room in the house. They are mainly for our dog. If we did not have him we would have 1 fan for me as DH loves the heat. If our dog needs the garden during the day he literally goes 5 steps outside, does his poo and/or poo then darts back in to lay in front of one of the fans
