How did googly eye removal amount to 'costly damage'? I'd expect public art to be robust enough to withstand the addition and removal of some stickers without needing to be repaired.

Someone put googly eyes on the pictures of police officers and a dog on the sides of our community police kiosk. They were there for a while, might even still be there now. The fact they left them on there and continued to use the kiosk showed they had a sense of humour at least.
