Its highly unlikely to work.
Not only do you have to hope that the physical procedure works you have to hope that he hasn't developed sperm killing antibodies (more likely the longer he has been sterilised).
Basically after 14 years you and her need to accept that that ships has sailed

If you want to have kids after long ago vasectomy - your best bet is direct sperm retrieval. It's a lot less invasive and will have better results.
70-80% of men with vasectomy develop autoantibodies after a vasectomy and the antibodies can affect sperm function. Direct sperm retrieval (there are a few techniques, but in simple terms its a local anaesthetic/needle) bypasses the issue with antibodies by collecting sperm from testis before they encounter antibodies in semen.
