Very messed up an order

I bought a number blocks headquarters for my grandson with the figures 1 to 5 (separate as part of a bundle) the headquarters toy turned up but not the figures. I bought from Very because the bundle from them hq/figures was cheaper than other places. Now Very want me to send it back and make a new order for the same bundle so they can send the figures.
Why? Why not just send the figures? I just don't get it.
Am I being unreasonable they should just send the figures without me having to send back hq to get it again with the missing figures? Apparently very think I am

Well if it’s their process not much you can do. It might be that these will be returned to a different place and handled differently, and they don’t want to break up another set. Who knows. They must have their reasons.

Maybe but I selfishly just don't want to walk to the post office after work, queue up and send it back (no return label in package) then send off another 40 quid for another bundle because they have to cancel the order by return and reorder it. It all Seems like a faff. An unnecessary faff that can be sorted by a quick "We'll pop the missing item in the post. Sorry about that"
