Noises from neighbours dogs

I live in a new build estate. The houses are close together but most neighbours are respectful. We have a Facebook page where people sell things, update about estate stuff or recently complain about a house a few doors down fog noise.

the house has 5 or 6 dogs. 3 larger dogs are kept in kennels in the garden. They have 3 smaller dogs that live in the house.

over the last year the smaller dogs are left in the garden to bark for hours at a time. The kennel dogs whine and cry for hours and sound distressed. It’s impossible to relax in your house. I am studying and work full time with 1 day at home and 1 day online lectures. I have had to seek other places to go.

I have spoken to the owners multiple times who say the dogs are triggered by others. But no other dogs are barking. I have asked if they can please let their dogs in and they say it’s not bad.

the Facebook group is full of others complaining. I have suggested they speak to the owners. No response. My next door neighbour and myself have submitted noise complaints and tye owners do nothing. RSCPA called as dogs sound distressed they will do nothing.

I am not at my end. I just want to live in ny house without constant dog noise. I appreciate noise happens. But not for 12 hours at a time it sounds like a baby constantly crying.

any other advice

Local council regarding the nuisance noise?
Someone further up in RSPCA?

YANBU at all. Sadly, I'm not shocked that the RSPCA wouldn't do anything at all. Utterly useless.
The squeaky wheel gets the grease, so I'd suggest that you and the neighbours complain relentlessly to the council. You really have to be persistent.
Poor dogs 😕
