Child verbal abuse, report to 101?

Today I was shopping and a woman had a buggy with two children, looked to be aged around 1 and 3. She was shouting continuously at them for all the time I was around them (5/10 minutes?), calling them idiot and other names, and handling them roughly (pulling out of the buggy by the arm, saying 'Look what you've done, you idiot' etc).

I reported to NSPCC and they encouraged me to report to 101. I have no identifying details other than physical description.

Does anyone have advice on whether reporting to 101 is the right thing to do?

Yes do it. Maybe someone else will report them and have identity details and it will help them build a picture

Thank you, I have reported. They would be clearly seen on CCTV but I know it's very unlikely to be investigated
