Who is responsible for HMO rubbish collection

Apologies, posting here for traffic. 20 room HMO has insufficient bins and they are constantly overflowing, bags left at side etc. Foxes and birds are ripping bags open, rubbish scattered all over road. It’s a regular occurrence. Who is responsible for this? I’ve been told the local council which is where myself and neighbours have been reporting, but i’ve read HMO owners are responsible for providing sufficient bins and frequency of collections. I’d be grateful for advice. Thanks

No idea but we have an unofficial HMO in our street. It isn’t registered. we have reported it to the letting agent and the council.
we know when they are getting an inspection as the original tenant throws out the sublets and the wife and kids come over to clean up and have a holiday.
They then go home and the sublets move back in…. And repeat.

People are raking it in from these properties aren’t they with total disregard for neighborhoods. It makes me sick. I’m pretty sure some councils are in cahoots with some of these properties. If it was on their doorstep it would be a different story….
