Neighbours dumping rubbish

We have lived here for 3 years, we rent from a private letting agency.

Just behind our garden there is a area of land, its only maybe like 8ft by 4ft, but its still part of our property. When we moved in we complained to the landlord because neighbours had been dumping their rubbish on there and we felt it was a safety concern. They did send someone out to clear the area, however they did a poor job and left some items and they didnt put up any preventive measures to prevent it happening again, Anway as a result they've continued to dump their rubbish there. there are 5 other houses that would have access to this area via a passage way to the front of the buildings and along the back, the front passage way is gated so its definitely only neighbours dumping their rubbish. Idealy the area where the rubbish is being dumped could be fenced off and it would still allow neighbours access to their own properties and the passageway.

I would have liked to keep the area clear of weeds etc but due to other people's rubbish ive not been able to do so, despite trying a few times. Jumping to now we now have some pests living in that area, we mentioned to the landlord that we had seen rats, who just shrugged his shoulders. This past week we have heard scratching and nawing behind the skirting boards in my daughters bedroom at the back of house, so something has gotten into the walls. Looking outside there are various entry points in the brick work where there has been poor structural maintenance (we have also complained about this in the past, someone did some repointing but only in a few areas, it was a very poor job indeed. Again I complained to the landlord, the guy still never came back.

I have emailed the landlord again regarding the pests, rubbish etc and they have said that the rubbish behind our garden and the pests in the wall are our responsibility, but I dont know if I fully agree with this, the pests are a result of concerns that we have raised with the landlord numerous times since moving in. Aibu to feel that I can dispute this?

Just to add i keep the house and the gardens that we use clean and tidy and they have seen this everytime they have visited and taken photos, so I dont feel that its our housekeeping thats the issue.

I have threatened environmental health in the email I have prepared to send them tomorrow, I just wanted to get others perspective as I'm not sure if I'm just being unreasonable.

From doing some researc it seems that even though that strip of land is part of the property that we rent, it does lie outside of our fenced garden and we have no ability to secure or control that area, so it is not reasonable for the landlord to expect us to clear away rubbish that has been dumped by others. The responsibility lies with the landlord to keep it maintained so that it does not pose a health risk and in this case has resulted in the infestion of pests.
