moving start date for new job

I'm really shocked that this has just happened, but maybe this is how the world works now? I don't know.
DS has just graduated from uni and had a great job lined up for September. He'd done 3 rounds of interviews and various on line tests to get this job. And had government security clearance and dbs checks done.
Him and 2 mates are currently looking for a flat to share in Sept.
HOWEVER, this morning, DS received an Email saying that his start date has moved to January! His contract he signed stated a start date as TBC, but verbal had been told September.

DS has handled this well, saying "this seems to happen a lot to people".

But It immediately fills me with fear that it won't happen in January now either. And we need to think about his flat share too.

Everything just seems to have been thrown up in the air now.

Is this how jobs are now?
(both dh and I have always been self employed/freelance, so do not have experience with formal job offers)

Is it the civil service? This is normal* with grad roles.

*should say ‘not abnormal’

Agree, depends when the positions open and if they are on a training scheme the timetable of the provider.

Especially the fast or grad schemes. They don’t always get the funding to take all the grads at once so have to stagger.

its not a government job. but is a grad job.

seems mad and v unprofessional to me.
