Holiday Activities Scheme unfairness

I have two kids and both are on the scheme.

One child got their code today at 11.30am and I still haven't received the code for my other child.

I really wanted to book a couple of the family activities so we can all do it together but even at 11.30am they were all gone and waiting lists are full!

It just seems so unfair that if you happen to get your code early then you get first pick of activities and days! yet if you get your code later in the day all the best stuff is fully booked.

Iv managed to book a few things with the code I have but I cant book for my other child yet and now spaces in the same activities are full.

I dont understand why they cant send ALL the codes in one go to try and make it a bit more fair.

How do you get these codes please?

Its a government scheme you have to have a low income/special needs child or meet other criteria.

YANBU, that does seem like it hasn't been properly thought through. Or potentially, delivered without good enough systems in place.

It seems like the real issue here is that there aren't enough places though, if they are full up before one of your codes has even come through.
