Vent? Best way to clean these up

What’s the best way to clean these vents up? Paint them? They are like this in every room? Broken and a mess
im just moving into a house

Are they made of plastic? If so, buy new ones.

I agree with first poster - buy new ones! They're not that expensive, and easy to replace.
