Sketchy relative asking to use address as a postal address

A relative has asked my mum if he can use her adress as a forwarding address. He is newly divorced and completing a house move soon. He hasn't arranged any rented accomadation or considering buying a new house but said he will buy a VW van and live 'on the road'. He has asked my newly widowed mum if he can use her address as a postal address. I'm dubious about this because he is bad with money and been in debt and I don't want my mum getting mixed up in anything. My mum doesn't want to lose her single person discount on the council tax but also is very kind hearted and not good at saying No.
I've just got a bad feeling and I'm sure my Dad would have said it isn't a good idea, but I can't pinpoint why.
Can anyone give advice? Or suggest how someone living on the road can get their post delivered? Thank you

Tell your Mum to suggest they get a post office box address. I would be concerned if she agreed to this.

I think if he's using your mums address as his fixed abode for banking/legal purposes then it will end your council tax discount.

Has she made him aware of this. If not, she needs to do so

He can set up a PO Box via the post office.

Absolutely do not let your mum let him use her address.

I think she should say no as she doesn’t want other peoples mail coming to her house and the implications that can come from it, nor does she want any issues with her council tax reduction.
if he wants to live on the road he will have to find another address as he will need to be registered with the Gp and other official things.

Thanks everyone. We've been talking with mum and she agrees with us. The council tax deduction is a good reason to explain why. We have texted relative some ideas re. PO box
