To be pissed off at not being paid

I was a contractor at my current workplace, and they offered me a perm role that started 2 weeks after the end of my contract, so I took 2 weeks unpaid leave. I then worked 3 days in my new role that were before that month’s payday, and was told I wouldn’t be paid in that cycle but it would roll over to this month. Now I’ve been told that they still haven’t done a vital (but fairly basic) piece of admin that is needed for me to get paid (don’t want to give too many details as it’s outing). No one seems to know exactly who can do this vital step, I’ve called HR and been told to talk to my manager, manager says to call HR, etc etc. Cutoff for next payday is today so its looking like I won’t get paid this month either. I’m lucky enough to be in the position that I won’t starve to death, but equally it’s been a long time now since I had a pay check. AIBU to think this is not normal and not OK?
