Reporting an acquintance for selling his ADHD medication

I'm typing this on behalf of my mother. I have a 17yr old cousin who has come to stay with my mother and I. He has struggled with addiction to alcohol and prescription pills and his parents who live abroad sent him to get rehab here.

He completed rehab and is spending some time with us on holiday before he goes back. Everything seemed fine until my mother went through his bedroom last week and found two month's supply of generic dexamphetamine pills. When my cousin came back to the house, she looked upset and asked him where he got it from and fessed up that he bought it from an American man studying in college who lived in X location.

After mentioning him, My mother immediately suspected that it was a classmate of hers who is doing a Masters with in college.

My mother told my aunt he relapsed and stopped his money but she also reported him to the GP he visited as she knows there's only one GP in that specific location and they have hang out a few times near where she lives.

He's now got angry because the doctor cut him off and is threatening her because he doesn't have access to his meds.

I'm a bit confused. He bought ADHD meds from someone to sell? What is the prescription from GP? Also, a classmate of your mother's?
