Am I being unreasonable to think that there has to be a better way of improving health provision?

How is a fine going to improve services? They need better trained staff and indeed more staff. A fine of this magnitude isn’t going to help.

It would have been much higher but the Trust is in chaos and financially stretched.

Various senior medics/managers have simply "moved on" to avoid being caught up in the whole matter. Some have gone as far as moving overseas to avoid potential prosecution.
