My next door neighbour talks very loudly. She didn't used to but she's older so maybe is harder of hearing though I'm not sure

I can hear them over my music which is at level 3 volume (on a an echo speaker) and over the tv. I turned my music up to level 4 and can still hear them. They have a male friend who comes to stay and he doesn't speak that loud. When she's on the phone I can hear everything she says.

I live alone, it's irritating to hear them in such detail but I don't want my music louder. It's irritating to have to choose to listen to music when I'd prefer silence.

WIBU to move my echo so it's next to the adjoining wall rather than opposite it? I don't want to make them listen to my music but it might drown out their conversations.

sure. If she’s older and perhaps hard of hearing (why she is speaking louder) then she likely won’t hear your speaker if you put it on the adjoining wall to hers.
