The government has released a lot of prisoners early due to overcrowding.
Criminals aren't being put in prison in the first place for the same reason.
Why can't we have a zero tolerance system similar to that in New York years ago when their Mayor, Giuliani, cleaned up the city?
If criminals know they will serve a substantial prison sentence, regardless of whether cells are overcrowded, then wouldn't that a deterrent and crime levels will fall?
