I'll keep this as brief as I can.
Own my own ex-council property (privately owned when I bought it). Neighbours are HA tenants.
A few years ago HA installed solar panels to their properties. Without bird proofing. Pigeons nest under panel (a squeeze I would think but they do). Then we have a pigeon problem. Poo all over. Can't leave bedroom windows open because birds come in looking for a place to nest.
A couple of breeding seasons on, after local pressure HA install proofing. Birds can't nest there now but keep returning to the area to roost and seek nesting places.
Now, guano has built up in the guttering (3 stories up) and we have grass or whatever growing and blocking guttering. It's too high to be leaves and houses where there are no panels close by don't have a problem.
AIBU to expect the HA to meet the cost of clearing my guttering / have their contractors deal with mine when they deal with next door?
