How on earth does this bully store manager seem to get promotions

A friend who works for a supermarket chain has had a very tough time with the store manager - plus everyone else. His bullying has made 11 colleagues leave since his appointment 6 months ago. Plus made a few more go on the sick. He did similar at his previous store manager role. Plus he does not follow processes correctly.

Now heard that the store manager may get promoted to a larger store. What did he achieve from doing this? Making colleagues upset and leave is not achievement in anyone's opinions at all. Plus the morale in the store is an all time low. If the manager gets promoted, there is very little chance of the replacement will overturn things.

Maybe he is good at getting rid of poor performers ?
Some managers in industries are known to be able to go and root out problems.

Yep. He'll be ruthlessly getting rid of colleagues who don't hit targets ~ realistically retail head office policies makes it IMPOSSIBLE to manage people out who underperform, so this often only possible/easy by bullying (not saying this is right, it's horrific!) Bully accusations get swept under the carpet by regional managers because of the results being produced.

Often the nicest people, who look like the hardest workers/good at face value with customers are not hitting targets.

Also. Probably fudging numbers and cheating, based on experience with these kinda store managers.

When a new manager arrived people will suck up to them and drop poison in their ear to get people out who they see as a threat or are in positions or departments they want to be in .

Every of the11 colleagues who left are hard working and achieving well. All resigned with many not having a job to go to.

I wonder if the people bullied out are long servers on old contracts ? This manager sounds like a hatchet man to me.

No members of staff are on old contracts. That was sorted out about 6-7 years ago when I did work there.
