How would you define "dress to impress"?

We've received an evening invitation to a wedding, dress code is dress to impress. Am not really sure what to wear based on that? Any ideas?

A suit for the man, maybe with patterned shirt or bright tie, it can't be casual, so he shouldn't wear eg chinos and a casual shirt.
The woman should wear a smart evening type of outfit, either trousers or dress, but it's got to be a proper evening look, not just like you've dressed up a bit to go out to dinner.
You both need to look as if you've made a real effort.
That's how I'd interpret it anyway.

I would interpret it as 'please wear the most glamorous outfit that you own' (that is season/weather appropriate)
