Should I report a car for not using car seats ?

Don't want to sound petty, but just thinking of safety. I've just pulled up at the supermarket and a car next to me has also pulled up. In the back of their car were 3 kids all under the age of 8 (in my opinion) , no car seats or booster seats at all. I feel uneasy , it's not a taxi , there were two parents in the front . Is this something I can report?.I've got the number plate.

Plus , when the kids got out of the car you could see the way they got out, that they didn't need to get out of a raised seat.
