Parents Neighbour's ..fire risk?

Went to visit my parents yesterday, they have a small dense wooded area at back of there garden, which belongs to the council, their neighbours have started fly tipping there but what’s worrying them most is their teenage sons are now riding motorcycles out there round the trees and also believed smoking, my parents also have many trees which Dad says would go up quite quickly ..there are only three houses where they are as in the county and this neighbour isn’t very friendly infact can be nasty, and been in prison, so they definitely can’t approach the parents either about the fly tipping or the sons , the other neighbour is also very elderly, but I’m worried sick now in case they case a fire, especially as Dad has oil tank that supplies their heating etc

is there anything I can do? That won’t involve or bring it back on my parents

Contact the council to report the fly tipping to start.
