Housing officer issues

Hi, just wondering if anyone has encountered this before! I'm considering putting a complaint in;
I have been approved for a council property, but they have said they are waiting for a reference from my housing officer before they start the process.
Trouble is, my housing officer is impossible to get hold of! I rang earlier, she answered rather rudely that it'd be done 'when she got round to it' then the phone call cut off..I tried to call back but no answer each time

I'm due my third baby by scheduled c-section In a couple of weeks, I have two older boys who are due to go back to school on the 3rd of September, so I'm understandably anxious and would just like some sort of time frame! The house is in a completely different area so would be quite a complicated move after surgery! I'm obviously very hormonal also 😅
