To expect Management Company to support me.

Apologies for a "traffic type" AIBU. My usually very shy lonely neighbour has moved two friends into his one bedroom flat. One of them is apparently his boyfriend now the other is a transwoman. They have brought a large German Shepherd dog and two chihuahuas with them. They are a complete nightmare smoking weed all day, leaving dog shit in the communal gardens, parking in non parking spaces, I could go on. Last night it escalated because I was parked briefly in a "non space" to unload my car and they could not get past to their "non space". They are now calling out insults to me and my partner every time we go out with our dog (they are sitting on a bench outside). The chihuahuas charge towards us yapping and the GS has to be held back. We are now being shouted out for being transphobic for simply asking them to follow the rules of this small, usually very peaceful block. The residents are directors of the manco and all own a share of the freehold.
My neighbour owns his flat but has some learning difficulties and I have contacted the police as I suspect cuckooing and they are arranging a safeguarding chat but if he says all is OK. I doubt there is much more the police can do.
TLDR: Being harassed by neighbours guests, how should our management company support me?

Thanks pickled, do you think the council would do anything, these are privately owned flats? The police have offered to send a letter to all the flats saying that smoking cannabis has been reported on the premises and if it doesn't cease they will take further action so that may help with the weed smell.
