Put your private childcare business cards through the letterboxes of places where parents frequent (libraries, hairdressers, churches etc) ?
My cousin wants to do this but I'm sure I have read that you can't....

You can but I suspect if you just put them through the letter box they will bin them.

I think as long as she doesn’t do it anywhere with a ‘no junk mail’ sign, it’s absolutely fine.

What do you think the issue is? She’s advertising a childcare business, not soliciting prostitution.

My local library won't let businesses advertise because of it being seen as an endorsement by the council.

You're absolutely right. She should be targeting the Working Men's Club, the local prostate clinic, and the Probation Office.

If she is posting them through the door they will just get scooped up with the post and probably thrown away with any other junk mail.
If those businesses have a community notice board or advertise businesses in their window then she just has to ask. She might have to pay a fee.
She can post through home letterboxes - that's not illegal but if there's a sign that says "no junk mail" she needs to respect it.

Why not go in when they are open and ask rather than pushing it through a letterbox when they are closed?
She'd get to speak to the staff that way tto and maybe get more leads than having it thrown away with the junk mail.
