To want a fence putting up

New neighbours moved in a year ago and my 8 yo daughter made a friend with their child who is 1 year older.
Lately their child has been really annoying. He constantly shouts of her even when she told him she's busy or using the bathroom. He stresses her out. Has started lying to her and telling the dog to get her. My daughter now screams every time the dog runs up to the half a broken fence. Last Sunday he was throwing stones at my back door and at her! But most days they play nice and their parents give her ice lollies etc... but they never talk to me or her dad they always stare at us when they're outside.
I want a fence up but am I being selfish? My daughter said she wants a fence up too
