There is a supermarket on the corner of some crossroads with entrance and exit only one vehicle wide each.
On diagonal opposite corner is a primary school. Selfish parents are parking on the entrance and exits to car park which also has a coffee shop chain and a gym.
This is making customers unable to enter and leave car park. Despite having those terminals where you scan receipt barcode and enter reg to confirm up to 2 hours of free parking, parents are still doing this.
Management have spoken to the school and school have communicated with parents/guardians about not using the car park entrance and exit to park and walk to the school- crossing two roads.
Why do parents still do this? The supermarket and coffee shop don’t like it as making them lose customers.
What else do you think is required? Fining parents £100 a time (which is the fine for not putting reg in terminals) is probably the only way to teach parents a lesson
