Downstairs neighbours playing basketball inside property

My downstairs neighbours play basketball and football inside their home and often trow it to the ceiling, my floor which makes it shakes. You can hear and feel the thudding.
I'm going crazy because of this noise. It's every day and sporodic for the last 7 months, and on and off from anytime of the morning until sometimes 1/2am
The council installed a noise machine and lishened to the recordings and said the noise is not unreasonable.
Am I being unreasonable? Should ball games be allowed inside the home? Am i being sensitive? Help!

Id have to sell up and move house. That would drive me nuts !

Yes, she is denying all the noise. There have been many problems with her. She's mentally unwell and her teenage son and his friends causing the noise are often In trouble with the police. She's very aggressive and vile, and police and social services are very much involved within her and her 5 childrens life. She is not open to any agreement, refused mediation and lied to the council that she has stopped the noise. But clearly she has not and I'm still suffering
